Indonesia’s tourism strategy faces challenges beyond Bali

Indonesia, a country of over 17,000 islands, offers some of the most stunning natural landscapes in the world. Yet, many of its paradise-like destinations such as Ora Beach on Seram Island remain underdeveloped and largely empty. While these areas boast serene waters, lush greenery, and rich biodiversity, they lack proper infrastructure and connectivity, making them difficult for tourists to access. Meanwhile, Bali, the country’s most famous tourist destination, remains overcrowded and strained by the pressures of over-tourism.
Despite these issues, the Indonesian government continues to focus on Bali as the heart of its tourism strategy. Efforts to expand Bali’s role include transforming it into a medical tourism hub, family office center, and even a seaweed export zone. However, this strategy is showing diminishing returns, with economic growth slowing and tourist spending declining. Experts argue that this singular focus is not sustainable and undermines the country’s broader tourism potential.
Other regions, like Maluku and Komodo Island, are calling for investment and attention. Local tourism operators are pushing for improved infrastructure such as airports and cheaper regional flights to support eco-tourism and cultural tourism in these less-known areas. These locations offer unique experiences, from interacting with Komodo dragons to exploring untouched beaches, but continue to be ignored due to lack of policy support and coordination.
The “New Balis” initiative, once designed to diversify tourism beyond Bali, has not seen real success. The lack of inter-ministerial coordination and slow infrastructure development have stalled these efforts. Critics point to a gap between Indonesia’s tourism potential and its actual policy execution. While Thailand and Vietnam are close to regaining pre-COVID tourism levels, Indonesia still lags behind.
Tourism Minister Widiyanti Putri Wardhana has reaffirmed commitment to reviving the “New Balis” strategy, with emphasis on connectivity and collaboration with international travel agencies. She also stressed the importance of diversifying the economy to avoid overdependence on tourism. As Bali struggles with saturation, the time may be right to unlock the rest of Indonesia’s breathtaking landscapes and distribute the benefits of tourism more evenly across the archipelago.
