At the recent Western Region Civil Aviation Ministers’ Conference held in Mumbai, the Government of Goa played a proactive role in discussions focused on fine-tuning national aviation policies to better serve states where tourism is a key economic driver. This conference, organized under the aegis of the Ministry of Civil Aviation, was part of a broader national strategy to enhance cooperation between the Centre and various states. The goal was to develop a unified, forward-looking approach to managing India’s rapidly expanding civil aviation sector.
Bridging Tourism and Aviation for Sustainable Growth
Guided by the Chief Minister and represented by the Tourism Minister, Goa submitted a series of strategic proposals aimed at seamlessly integrating the state’s vibrant tourism sector with the country’s evolving aviation infrastructure. This regional conference gathered dignitaries and officials from several states, including Maharashtra, Gujarat, Madhya Pradesh, and representatives from the Union Territories of Daman & Diu and Dadra & Nagar Haveli, underscoring the extensive regional involvement in shaping aviation policies.
The state’s position was clearly communicated: Goa is not only equipped with the necessary physical infrastructure but also possesses the strong commitment required to drive growth where aviation and tourism work hand-in-hand. This approach underscores the potential to generate employment opportunities, strengthen regional connectivity, and elevate the state’s international profile. Important government initiatives such as Dekho Apna Desh and Chalo India were highlighted as significant contributors to rejuvenating both domestic and foreign tourism, positioning Goa advantageously to capitalize on coordinated development efforts between the Centre and the states.
Strategic Recommendations to Propel Aviation Growth
A central theme of Goa’s recommendations was the need to tailor national aviation policies to the specific demands of tourism-driven states. A prominent call was made for a tourism-oriented Open Skies policy that would enable direct long-haul international flights, particularly connecting Goa with major markets in Europe and the United Kingdom. The state also urged inclusion in all upcoming bilateral Air Service Agreement negotiations to allow operations by wide-body aircraft, which would bolster the effectiveness of nationwide tourism campaigns.
Recognizing the pressing demand for enhanced aviation infrastructure, Goa requested the Centre to fast-track the establishment of a Maintenance, Repair and Overhaul (MRO) facility on the 26 acres allocated at Manohar International Airport in Mopa. Simultaneously, it advocated for the setup of a Flight Training Organisation (FTO) to establish the state as a regional hub for aviation skills development.
Further, the state proposed the introduction of a national incentive scheme to encourage airlines to operate in regions with high tourism demand. Such incentives would help ensure the financial sustainability of both international long-haul and domestic regional routes. The revival of crucial domestic air links, such as the Goa–Dehradun route (previously operational under the Dekho Apna Desh MoU with Uttarakhand), was also emphasized. Additionally, Goa called for new flight connections to emerging tourist destinations like Kolhapur, Velankanni, and Tirupati.
Pioneering Innovation and Multimodal Tourism
Beyond conventional air travel, Goa stressed the importance of developing new aviation segments including helicopter services, seaplane operations, and drone technologies, supported by initiatives such as the Drone Didi program. The state also unveiled ambitious plans for an Aero-Sports and Drone Innovation Hub, which would incorporate recreational and competitive activities like skydiving, hot air ballooning, drone racing, and microlight aviation.
In a visionary proposal, Goa suggested the creation of India’s first integrated air–sea tourism hub by capitalizing on its unique geographic advantage, with Dabolim Airport located near the Vasco Cruise Terminal. This multimodal tourism infrastructure project aims to revolutionize the travel experience by merging air and sea transportation options, thus making Goa a trailblazer in providing seamless, combined travel solutions that boost both tourism and local economic activity.
Empowering Local Talent and Promoting Inclusive Growth
On the workforce development front, Goa highlighted the remarkable success of its Aviation Skill Development Centre (ASDC), which has trained more than 1,100 local youths over the past two years with near-total placement success. This initiative serves as a scalable model that can address skill shortages and improve employment prospects within the aviation sector as it expands.
The state reaffirmed its commitment to the principle of cooperative federalism and the inclusive growth of India’s civil aviation industry. It applauded ongoing efforts to facilitate regional discussions where States and Union Territories are recognized as equal partners in shaping the future aviation landscape.

SpiceJet, IndiGo, Air India Issue Travel Advisories As IMD Predicts More Showers

Heavy rains across the national capital in the last two days disrupted flight operations, prompting airlines and the Delhi airport to issue travel advisories for passengers. Multiple airlines cautioned that adverse weather could cause delays and cancellations, while urging travellers to plan in advance and monitor their flight status.
Airlines issued advisories after intense rainfall in parts of Delhi-NCR on Sept. 3, which led to waterlogging, traffic congestion and slower movement to and from the Indira Gandhi International Airport.
The India Meteorological Department (IMD) has predicted further spells of rain for the next two days in Delhi and the National Capital Region (NCR), keeping fliers on alert.

Centrum Air to launch Delhi–Tashkent direct flights

Centrum Air, Uzbekistan’s largest private airline, has announced the launch of direct scheduled flights between Delhi and Tashkent, starting from October 3, 2025. The new service aims to strengthen air connectivity between India and Uzbekistan, offering travellers an affordable, comfortable, and time-efficient travel option.
The flights will operate twice weekly, every Tuesday and Friday, providing flexibility and convenience for both business and leisure travellers. Centrum Air’s modern fleet, including Airbus A320neo, A321neo, and the wide-body A330-300, will be deployed on this route to ensure a safe and comfortable journey.
According to the announced schedule (local time), flights from Delhi will depart at 12:10 and arrive in Tashkent at 14:50. From Tashkent, flights will leave at 06:55 and land in Delhi at 10:55. These timings are designed to offer smooth connections and ease of travel for passengers.
Abdulaziz Abdurakhmanov, Founder and CEO of Centrum Air, expressed pride in opening the direct Delhi–Tashkent route. He emphasized that the service would not only improve travel convenience but also enhance Uzbekistan’s role as a regional hub, linking India to Central Asia, Europe, and the Middle East.
