Prompt Privacy: An AI Ethics Case Study

Every day, millions of people input prompts (whether questions or instructions) into AI tools such as ChatGPT, Perplexity, Claude, DALL-E, or Meta AI. Recently, media coverage highlighted what seemed to be a gap in awareness for many users of the latter: people could read the “conversations” that strangers were having with Meta’s chatbot—including both the prompts and the replies—some of which were “threads about medical topics, and other… delicate and private issues.

Meta’s AI app includes a visible “Discover” feed, intended to make AI interactions “social” (Meta has argued that users have to take several action steps in order to share those chats). In contrast, other less “social” chatbots might seem more privacy protective, but still use people’s prompts as training material to be incorporated into the models powering those tools. OpenAI, for example, states that “ChatGPT, for instance, improves by further training on the conversations people have with it, unless you opt out” (adding that its models do not train “on any inputs or outputs from… products for business users”).

A related issue is that of data leakage from models. A primer on AI privacy, published by IBM, offers one example: “consider a healthcare company that builds an in-house, AI-powered diagnostic app based on its customers’ data. That app might unintentionally leak customers’ private information to other customers who happen to use a particular prompt.”

In 2023, Google researchers were able to “extract over 10,000 unique verbatim memorized training examples” from ChatGPT, including “personal information from dozens of real individuals.” Since then, the number of AI chatbots with which people can interact has greatly expanded, but many people still don’t realize the privacy implications of their prompts.

Discussion Questions:

Before answering these questions, please review the Markkula Center for Applied Ethics’ Framework for Ethical Decision-Making, which details the ethical lenses referenced below.

  1. Who are the stakeholders involved in this case–the individuals, groups, and organizations who are directly or indirectly impacted by prompt-related privacy issues?
  2. Consider the case through the lenses of rights, justice, utilitarianism, the common good, virtue, and care ethics; what aspects related to AI prompts and privacy does each of them highlight?
  3. Which stakeholders are in the best position to educate chatbot users about the privacy implications of prompting?
  4. Given the risks of data leakage (and intentional exfiltration by attackers), are there contexts in which chatbot usage should be restricted, or in which chatbot developers should be required not to retain and use user prompts for training/improving their models? If so, what are those contexts?

Introducing GAIIN: The Global AI Initiatives Navigator

In an era where artificial intelligence (AI) is reshaping societies, economies, and governance, understanding and comparing national and international AI policies has become more critical than ever. That’s why OECD.AI has launched GAIIN—the Global AI Initiatives Navigator—a redesigned and expanded tool to track public AI policies and initiatives worldwide.

A smarter, simpler global resource

GAIIN replaces the previous OECD.AI policy database with a more intuitive and powerful platform. Designed in consultation with its primary audience, national contact points and policy users, GAIIN simplifies the process of tracking and submitting AI policy information, while dramatically increasing coverage and usability.

New features include:

  • More initiatives, more sources: GAIIN now covers over 1,500 initiatives from more than 72 countries, as well as 10+ international and supranational organisations.
  • Improved categories: Initiatives are now grouped into categories such as national strategies, governance bodies, regulations and intergovernmental efforts.
  • Real-time updates: National experts and contributors can now update their entries as needed, and users can see who last updated each entry and when.
  • Faster refresh cycles: Updates are now published more quickly, with syncing to AIR (the OECD’s AI policy and risk platform) scheduled to begin in late 2025.
  • Redesigned interface: GAIIN is now easier to navigate, featuring improved filters, layout, and accessibility, which provides policymakers and researchers with faster access to relevant data.
  • Linked Resources: GAIIN also integrates content from the OECD Catalogue of Tools and Metrics for Trustworthy AI and the OECD Publications Library.

A tool for global collaboration

GAIIN is more than a reference library. It’s a live tool co-created and maintained by global experts, helping countries and institutions learn from one another as they shape the future of responsible AI. It allows policymakers to identify global trends, track policy diffusion, and benchmark their initiatives.

The platform’s next major milestones include integrating data from the EU’s coordinated AI plan and a public submission interface to enable direct contributions and real-time visibility for new initiatives.

A Growing Partnership

GAIIN will soon become a joint initiative between the OECD and the United Nations Office of Digital Economy and Technology (UN ODET). This partnership represents a significant step towards aligning global efforts to monitor and shape AI policy. Further, it reinforces GAIIN’s role as a fundamental tool for international cooperation on AI governance.

The implications of such behavior are staggering, particularly in high-stakes environments like healthcare, finance, or national security, where AI is increasingly deployed. An AI that hides its capabilities could make decisions that appear benign but are, in reality, aligned with unintended or harmful objectives. The lack of transparency could erode trust in technology that billions rely on daily.

Moreover, as Futurism highlights, the potential for AI to “seed our destruction” isn’t hyperbole but a scenario grounded in the technology’s ability to outmaneuver human oversight. If an AI system can deceive its creators about its true intentions or abilities, it could theoretically pursue goals misaligned with human values, all while appearing compliant.
